Organizational Structure

Objectives and Aims

  • To uphold the democratic, secular, and socialist values enshrined in the Constitution of India.
  • To work for the welfare and upliftment of the people of Chhattisgarh in all aspects — economic, social, educational, cultural, and political.
  • To promote employment, agriculture, tribal welfare, healthcare, women's empowerment, and youth development in Chhattisgarh.
  • To fight corruption and promote transparency, accountability, and efficient governance.
  • To protect the rights and identity of marginalized and indigenous communities of Chhattisgarh.
  • To promote local language, arts, and culture.
  • To ensure equitable development of all regions of the state.

 Membership

Eligibility:

Any citizen of India who:

  • Is not less than 18 years of age.
  • Believes in the aims and objectives of the Party.
  • Is not a member of any other political party.
  • Has not been convicted of any offense involving moral turpitude.

Procedure:

Interested individuals shall fill out the prescribed membership form through the online portal and take the party’s pledge.
Membership may be free or subject to a nominal fee, as determined by the Executive Committee.

Rights and Duties:

Members have the right to vote and contest for positions within the party structure (as per eligibility).
Members must uphold party discipline and values.

Frontal Organizations:

Party Elections and Tenure

  • All office bearers shall be elected democratically through a fair and transparent process.
  • The term of all elected positions shall be three (3) years.
  • Elections shall be conducted by an appointed Party Election Officer.
  • Emergency vacancies may be filled by nominations approved by the Executive Committee until the next general election.

Code of Conduct

All members and office bearers of the party shall:

  • Adhere strictly to the Constitution of India.
  • Maintain discipline and decorum within and outside the party.
  • Not indulge in violence, casteism, communalism, or hate speech.
  • Declare assets and liabilities annually to the party.
  • Abstain from corruption or abuse of power.

 Party Flag and Symbol

  • The party shall have a distinctive flag and emblem representing its ideology and mission.
  • The design shall be approved by the National Executive Committee.
  • The party symbol shall be assigned by the Election Commission of India upon registration.

 Fundraising and Financial Transparency

  • The party shall accept donations from individuals and institutions as per law.
  • No foreign contribution shall be accepted unless permitted under the Foreign Contribution Regulation Act (FCRA).
  • Proper records and audited accounts shall be maintained.
  • Annual income and expenditure statements shall be filed with the Election Commission and made public.

 Disciplinary Action

  • Any member found violating the party’s constitution, involved in criminal activity, or acting against the interest of the party, shall be liable for disciplinary action.
  • Actions include warning, suspension, expulsion.
  • A Disciplinary Committee shall be formed to investigate and recommend action.
  • The accused shall be given a fair hearing.

 Amendments to the Constitution

  • Amendments may be proposed by the National Executive Committee or any State Committee.
  • Any amendment requires a two-thirds majority vote of the National Executive Committee.
  • All amendments shall be communicated to the Election Commission as required.

 Affiliation with Election Commission

The party shall apply for registration with the Election Commission of India under Section 29A of the Representation of the People Act, 1951.
The party agrees to abide by the Model Code of Conduct and all guidelines of the ECI.

Dissolution of the Party

The party may be dissolved by a resolution passed by a three-fourths majority of the National Executive Committee and ratified by two-thirds of the State Committees.
Upon dissolution, assets and liabilities shall be handled according to law and for public good.

Youth and Women Representation

  • The party shall reserve at least 33% of all internal leadership positions for women.
  • At least one-third of all candidates fielded in elections shall be under the age of 40, where feasible.
  • Dedicated programs shall be launched to train and mentor young and female political aspirants.

Training and Capacity Building

  • The party shall establish a "Chhattisgarh Sewa Political Training Academy" to educate members about policy, governance, and leadership.
  • Periodic workshops on constitution, public speaking, ethics, social justice, and grassroots mobilization shall be organized.
  • Online modules and certificate programs shall be made available to remote members.

Internal Grievance Redressal Mechanism

  • The party shall establish a 3-tier grievance redressal mechanism at district, state, and national levels.
  • A Grievance Redressal Cell, headed by a senior member, shall investigate complaints within 30 days.
  • Complainants shall not face retaliation or harassment.
  • All proceedings shall be documented and reviewed quarterly by an Oversight Committee.

 Annual Convention and Reporting

  • The party shall organize an Annual General Convention (AGC) with elected delegates from all levels.
  • Reports on performance, finances, membership, and grievances shall be presented and debated.
  • Amendments, leadership elections, and resolutions shall be passed during this convention.
  • The proceedings of the AGC shall be made public.

 Use of Technology

  • Party meetings, votes, and campaigns may be conducted using secure digital platforms.
  • A centralized digital database of members shall be maintained with proper privacy protections.
  • Mobile apps, SMS systems, and websites shall be used for internal communication and transparency.

Collaboration with Civil Society

  • The party shall actively collaborate with NGOs, social activists, academic institutions, and grassroots movements.
  • Citizen advisory panels shall be formed in every district to give feedback on policies and manifesto implementation.
  • Public consultations shall precede any major party policy or manifesto change.

Environmental and Tribal Protection Policy

  • All projects and policies shall follow the principles of ecological sustainability.
  • No land acquisition shall occur without informed consent of affected communities.
  • Traditional forest dwellers and tribal populations shall be empowered through special laws, welfare programs, and representation in decision-making bodies.
